Biurokratija arba tvarka be šeimininko
Бюрократия, или Порядок без хозяина
Modern political philosophy and the social sciences are, in many respects, structured around themes of alienation, the dehumanization of social relations, and the loss of freedom in the process of modernization. Prominent 20th-century thinkers identified bureaucracy as the primary driver of this transformation—even as it became an indispensable tool for the welfare state in managing the "mass man," as well as a standard feature of the business world. What, then, is bureaucracy: the triumph of rational order, as Max Weber envisioned it, or a nightmare of irrational, arbitrary power, as depicted by Franz Kafka? Could the bureaucrats of Heidelberg really have been so different from those in Prague? In the context of the transfer of social and managerial technologies, are we perhaps witnessing a form of "cargo cult"? Or does Kafka’s grotesque portrayal of bureaucracy capture its true essence—whether in Bordeaux, Munich, Prague, Moscow, or Mumbai? Ultimately, is it possible to eradicate corruption and improve bureaucracy, or will these systems always pose an inherent danger? The answer to all these questions is yes. To grasp the contradictory nature of this concept and phenomenon, the author identifies the "southern" and "northern" poles within the spectrum of contemporary bureaucratic organizations and traces their historical evolution—offering, in the process, a forecast for the future of bureaucracy in the age of Elon Musk and artificial intelligence.
