Regulations and rules fill our lives. We know that the government is engaged in their production, but we rarely think about how it does it. What and why do officials write? How do they justify the need for regulation and how do they choose among possible intervention options? Based on what criteria are the advantages and disadvantages of alternative regulatory options assessed? Is it possible to make the rules that they produce better and more productive? The proposed textbook examines the problem of regulating society in a modern state. It discusses how the process of creating rules and regulations is structured, who is engaged in this production and whether there is a procedure for their evaluation.
